Anthony W. Parker, President
Mr. Anthony W. Parker is the owner and President of Parker Tide. Mr. Parker founded the company and grew it from a small personnel agency to a solutions based Federal Government contracting company with projects in 16 states. Mr. Parker is responsible for the strategic direction and overall management of Parker Tide. He is a Vietnam Veteran, U.S. Navy, received his undergraduate degree from Harvard College, and his J.D. and Masters in Tax Law from Georgetown Law Center. Mr. Parker has over 35 years experience in law, finance, and human resources.

Julie Malherek, PMP, Director of Client Services
Ms. Julie Malherek is the Director of Client Services for Parker Tide. Ms. Malherek is responsible for oversight of Parker Tide’s consulting services. Her core mission is to build and service the Federal Government sector while providing seamless service to our client projects. She has 23+ years of progressive responsibility and experience providing human resource, operational, and project management services including 10 years of Federal contract management. Ms. Malherek holds a Master of Science degree and a Bachelor of Science degree from the State University of New York at Oneonta and is certified by the Project Management Institute (PMI) as a Project Management Professional (PMP).

John Malherek, Director of Government Solutions
Mr. John Malherek is the Director of Government Solutions for Parker Tide. Mr. Malherek is responsible for developing Parker Tide’s large acquisition approach as well as developing and fostering on-going relationships with Parker Tide’s teaming partners. Mr. Malherek obtained his Bachelor of Arts degree in Government from the University of Virginia and is currently pursuing his Certificate in Procurement and Contracts Management from the University of Virginia. He has over 18 years of experience in the client relations field.

Tony Abrams, Director of Business Development, Personnel Security
Mr. Arthur “Tony” Abrams III works closely with Parker Tide as a member of the Business Development team for Personnel Security operations. A recognized Subject Matter Expert in the national security arena, he uses his 30 plus years of experience to support Parker Tide business development in multiple security disciplines to include: HSPD-12, Personnel Security; Information and Computer Security; Counter-Intelligence operations; and security operations policies and procedures. Tony was Director of Counter-Intelligence Branch at USIS before starting his consultant business. A retired Air Force veteran of 21 years, he has managed and led government and private sector security programs at both the senior executive and operational levels. Tony has earned three Associates Degrees, a Bachelor’s Degree in Criminal Justice, Park University and a Master’s Degree in International Studies and Research in Management, Webster University.

Rod Markham, Director of Business Development, Human Resources
Mr. Rod Markham is the Director of Business Development (Human Resources).  Rod is an experienced human capital executive with more than 25 years’ hands-on experience in strategic planning, federal human resources planning, leadership development, HR accountability, and executive personnel.  He began his federal career as a Presidential Management Fellow at the U.S. Office of Personnel Management and was appointed to the Senior Executive Service at the Department of Justice in 2004. In addition to his federal HR experience and consulting, Rod has worked with multiple commercial clients in the design and development of executive leadership programs, including General Mills, Cantor Fitzgerald, Fidelity, General Motors and KFC.  He graduated with a Bachelor of Science degree and a Masters of Public Administration, Texas Tech University.  Rod is also a graduate of the Federal Executive Institute’s “Leadership for a Democratic Society” program and the Executive Leadership Development Program, Office of the Secretary of Defense.

Christine Major, Executive Human Resources Subject Matter Expert
Ms. Christine Major is Parker Tide’s new Executive Human Resources Subject Matter Expert. Christine has over 30 years working at NIH and HHS. Most recently, until July, 2018 when she retired from federal service, she was the Deputy Assistant Secretary for Human Resources and Chief Human Capital Officer at HHS, where she oversaw all human capital activities for the agency of approximately 90,000 employees. Christine is also the President of the International Public Management Association for Human Resources (IPMA-HR) focused on providing training and resources for public HR professionals.

Richard Dolan, Senior Program Manager
Mr. Richard Dolan is the Senior Program Manager for Parker Tide. Mr. Dolan is responsible for oversight of Parker Tide’s Program Management strategy. Mr. Dolan leads Parker Tide’s recruitment strategy and provides direction and overall supervision for Parker Tide’s project management. Mr. Dolan earned a Bachelor’s Degree from Dickinson College in Carlisle, PA. Mr. Dolan has 18 years experience in human resources, recruitment, and project management.

Deanne Smith, Senior Technical Recruiter
Ms. Deanne Smith is the Senior Technical Recruiter for Parker Tide. Ms. Smith ensures our client projects run effectively and efficiently. She has over 10 years of recruiting experience specializing in the intelligence community with extensive expertise in IT consultants, special operations, analysts, and linguists with high-level Full Scope Lifestyle Polygraph security clearance for various contracts. Ms. Smith has experience and knowledge recruiting short and long-term contractor’s in multiple locations and is responsible for high volume, fast paced, full life cycle recruiting.

Debra Colson, Office Manager
Ms. Debra Colson is the Office Manager for Parker Tide. Ms. Colson is Parker Tide’s employee liaison as it relates to payroll, benefits, and travel planning. She is our client contact for invoicing, purchase cards, and accounts payable. Ms. Colson earned a Bachelor of Science degree from Morgan State University, Baltimore, Maryland. She has over 20 years of experience in administration and customer service.
