Mr. Parker is the founder and President of Parker Tide and he leads the strategic direction and overall management of the company.

Mr. Parker is on the Board of and Chairman of the Audit Committee of Gladstone Capital (GLAD), Gladstone Investment (GAIN), Gladstone Commercial (GOOD) and Gladstone Land (LAND), all NASDAQ listed companies with assets in excess of $3 billion. Mr. Parker was a member and the former Vice Chairman of the Board of Visitors of the U. S. Naval Academy and is a former Board Member of the Bishop Walker School for Boys in Anacostia.

He is a Vietnam Veteran, a former U.S. Naval officer, received his undergraduate degree from Harvard College, and his J.D. and Masters in Tax Law from Georgetown Law Center. Mr. Parker has over 35 years of experience in law, finance, and human resources.

MARTIN RATHMANN, Chief Operating Officer

Martin Rathmann is the Chief Operating Officer overseeing service delivery and corporate development to support our growing customer base. He brings over 15 years of experience serving federal customers, developing new capabilities, and expanding to new markets. Most recently, Mr. Rathmann spearheaded corporate growth and business development at GAP Solutions, Inc., expanding support to its Department of Defense and Federal Civilian customers. His expertise includes managing a diverse business portfolio and delivering professional services and workforce solutions for large-scale programs. Mr. Rathmann will work with our talented teams across the company to continue providing our customers with exceptional service.

He has a Bachelor’s degree in Business Administration from Valparaiso University in Indiana and has earned multiple professional certifications including as a Project Management Professional.

CARY IDEN, Senior Program Manager, Personnel Security

Mr. Iden is the Senior Program Manager of Personnel Security for Parker Tide. With 22 years of National Industry Security Program (NISP) experience, Cary is widely recognized as a Subject Matter Expect in National Security policy and procedures, Personnel Security Management, Industrial Security and for innovative solutions. Most recently, Cary served as the Senior Program Manager for the Defense Counterintelligence and Security Agency (DCSA) Personnel Vetting, Continuous Vetting and Adjudications.


Ms. Cheawsamoot is the Controller at Parker Tide, holding the responsibility of supervising the finance and accounting functions for the company. With experience spanning over two decades, she brings extensive knowledge in financial and accounting practices, particularly in the field of government contracting. She has obtained academic qualifications in Accounting, Master of Business Administration (MBA) and Management Information Systems (MIS).

RICHARD DOLAN, Senior Program Manager

Mr. Richard Dolan is the Senior Program Manager for Parker Tide.  Richard oversees all program management and recruitment strategy for the company. Richard has 18 years of experience in human resources, recruitment, and project management.  He earned a Bachelor’s Degree from Dickinson College in Carlisle, PA.

DENAE SAMPSON, Program Manager

Denae Sampson is the Recruitment and Human Resources Specialist at Parker Tide. Denae’s experience is primarily recruiting for federal positions and maintaining a working relationship with candidates, active employees, and our federal clients. Her responsibilities include recruiting for open roles as well as serving as the Program Manager for multiple contracts. Ms. Sampson has a Bachelor’s Degree from Howard University in Psychology.

ELAINE LEE, Program Manager

Elaine Lee brings over 6 years of experience in government contracting operations, with a strong focus in public health sector. She has a proven track record of leading dynamic professional services teams in support of the National Institutes of Health (NIH). Mrs. Lee’s expertise includes program management, business/contract operations, strategic planning, sales, and customer relationship management. In addition to successful service delivery, she focuses on analyzing market trends, identifying growth opportunities, and expanding services. Mrs. Lee holds a Bachelor’s degree in Information Technology, specializing in cybersecurity and network and is a certified Project Management Professional.
