OUR LEADERSHIP

SHANE TODD, Chief Executive Officer

Shane Todd serves as the CEO of Parker Tide, where he leads the company’s strategic direction and overall management of the company, with a focus of exceptional service and solutions to clients. With a distinguished career spanning corporate leadership in defense technology, and maritime industries, Shane brings a wealth of expertise in business development, operations, and executive management. 

 A proud U.S. Navy veteran and former Surface Warfare Officer with multiple global deployments, Shane is a graduate of the United States Naval Academy, holding a Bachelor of Science in Oceanography, and earned an MBA from the University of Maryland’s Smith School of Business. Shane currently serves as a Trustee for the Athletic and Scholarship Programs for the Naval Academy and is an active member of The Navy Football Brotherhood.

MARTIN RATHMANN, President

Martin Rathmann is the President overseeing service delivery and corporate development to support our growing customer base. He brings over 20 years of experience serving federal customers, developing new capabilities, and expanding to new markets. Previously, Mr. Rathmann spearheaded corporate growth and business development at GAP Solutions, Inc., expanding support to its Department of Defense and Federal Civilian customers. His expertise includes managing a diverse business portfolio and delivering professional services and workforce solutions for large-scale programs. Mr. Rathmann works with our talented teams across the company to continue providing our customers with exceptional service.

He has a Bachelor’s degree in Business Administration from Valparaiso University in Indiana and has earned multiple professional certifications including as a Project Management Professional.

DAN PETERS, Vice President

Dan serves as the Vice President and Director of Strategic Capabilities at Parker Tide, where he leads science, technology, and engineering initiatives in support of the company’s mission. He brings a wealth of experience from a distinguished 26-year career on active duty with the United States Navy. As an operational F/A-18 Super Hornet pilot, test pilot, and Defense Acquisitions Professional, Dan developed extensive expertise in aviation operations, engineering, and program management. After transitioning to Aerospace Engineering Duty Officer (AEDO) in 2016, he supported Naval Air Systems Command (NAVAIR) in a variety of leadership roles, overseeing cost, schedule, and performance to ensure mission success. His notable assignments included serving as a Project Officer for Unmanned Aircraft Systems (UAS), Assistant Program Manager for Systems Engineering (APMSE) for Naval Mission Planning Systems, Production Integrated Product Team Lead for the AIM-9X Sidewinder air-to-air missile, and Capabilities Development Lead for Multi-Mission Tactical UAS.

Dan is a graduate of the United States Naval Academy, where he earned a Bachelor of Science degree in 2004. In 2012, he graduated from the prestigious United States Navy Test Pilot School and went on to obtain a Master of Science in Aerospace Engineering from the Naval Postgraduate School (NPS). In 2020, he earned a Master of Business Administration from NPS and is currently pursuing a Doctor of Business Administration (DBA) with a focus on Strategic Management at Liberty University. A distinguished graduate of the Navy Nuclear Power Program, Dan is also an active member of the Veterans of Foreign Wars (VFW), Disabled American Veterans (DAV), American Legion, the Naval Academy Alumni Association, Naval Academy Athletic Association and the Navy Football Brotherhood Association.

RICHARD DOLAN, Senior Program Manager

Mr. Richard Dolan is the Senior Program Manager for Parker Tide.  Richard oversees all program management and recruitment strategy for the company. Richard has 20 years of experience in human resources, recruitment, and project management.  He earned a Bachelor’s Degree from Dickinson College in Carlisle, PA.

CARY IDEN, Senior Program Manager, Personnel Security

Cary Iden serves as the Director of Security and Intelligence Services at Parker Tide, with over 25 years of expertise in National Industrial Security, Personnel Security Management, National Security policy, and Executive Service Branch Security. He spearheads strategic initiatives to enhance security operations, optimize risk management, and streamline processes for both government and industry partners.

Cary’s extensive experience in security operations has been pivotal in developing enterprise-level solutions that drive efficiency, cost savings, and regulatory compliance. He has played a crucial role in modernizing security frameworks by integrating advanced data analytics, automation, and process optimization to bolster national security operations.

His expertise encompasses personnel and industrial security, strategic planning, policy development, business process reengineering, and Executive Service Branch Security. Cary’s leadership in security transformation has led to measurable improvements across multiple agencies, ensuring that security strategies align with evolving policies and mission requirements.

As a trusted advisor to government and defense leadership, Cary is committed to innovation and operational excellence. His forward-thinking security solutions ensure mission readiness and the long-term resilience of national security operations.

Cary also served in the United States Marine Corps from 1995 to 1999, where he gained valuable experience in leadership, discipline, and operational efficiency, significantly contributing to his successful career in security and intelligence services.

DENAE SAMPSON, Program Manager

Denae Sampson is the Recruitment and Human Resources Specialist at Parker Tide. Denae’s experience is primarily recruiting for federal positions and maintaining a working relationship with candidates, active employees, and our federal clients. Her responsibilities include recruiting for open roles as well as serving as the Program Manager for multiple contracts. Ms. Sampson has a Bachelor’s Degree from Howard University in Psychology.

AEKKAMOL CHEAWSAMOOT, Controller

Ms. Cheawsamoot is the Controller at Parker Tide, holding the responsibility of supervising the finance and accounting functions for the company. With experience spanning over two decades, she brings extensive knowledge in financial and accounting practices, particularly in the field of government contracting. She has obtained academic qualifications in Accounting, Master of Business Administration (MBA) and Management Information Systems (MIS).
